Buying and Selling your vehicles in Victoria


A vehicle can be sold with or without registration. Buyers of a registered vehicle must lodge an application to transfer the registration within 14 days of the sale. Your responsibilities when buying or selling a vehicle depend on whether the vehicle is registered or unregistered.

When buying from a vehicle dealer, the dealer is responsible for sending all required paperwork to VicRoads.

Registered vehicles:

A registered vehicle must be sold with a Certificate of Roadworthiness (RWC). You can still transfer registration up to 3 months after it expires. After this time the registration will be cancelled.

Seller’s responsibilities:
  •    provide the buyer with a Certificate of Roadworthiness that is no more than 30 days old when the sale takes place.
  •    fill in the ‘seller’ part of the Application for Transfer of Registration
      Note: The seller is required to inform the buyer in writing whether the vehicle is entered on any Written-off Vehicle Register either in Victoria or interstate. This can be done by ticking 'Yes' or 'No' in the appropriate section of the Transfer form.

Buyer’s responsibilities   
 
  •  complete the ‘buyer’ part of the Application for Transfer of Registration form [PDF 339KB, 5pp]  submit the form, Certificate of Roadworthiness,transfer fee and Motor Vehicle Duty (see Transfer and motor vehicle duty fees) to VicRoads within 14 days of the sale.

To submit your transfer application and Statutory Declaration (if required):
  •   post it to: VicRoads, GPO Box 1644, Melbourne, VIC 3001 (cheque or money order)
  •   visit a VicRoads Customer Service Centre (cash, cheque, EFTPOS, Visa or MasterCard).

Unregistered vehicles
An unregistered vehicle can be sold without a Certificate of Roadworthiness.

Seller’s responsibilities

   * cancel vehicle registration, remove number plates and return them to VicRoads. Refunds on registration are available if you cancel registration before it expires and the registration was in your name.

Buyer’s responsibilities
  •   ask the seller for a receipt and keep this as proof of purchase and ownership
  •   get an Unregistered Vehicle Permit (if you want to drive the vehicle home)
  •   register the vehicle (if it will be used for driving on the roads), see: light vehicle registration.
Evidence of Identity
Individuals
If you do not have a Victorian licence or learner permit, you must present full evidence of identity documents with the Application for Transfer of Registration form [PDF 339KB, 5pp] at a VicRoads Customer Service Centre.

Companies
If you do not have a client number with VicRoads, you will need to present full evidence of identity documents with the Application for Transfer of Registration form [PDF 339KB, 5pp] at a VicRoads Customer Service Centre.

Check vehicle details before purchase
Learn more about a vehicle before you buy, such as if it’s been reported stolen, written-off or has money owing on it. You can do this by checking the Personal Property Securities Regsiter (PPSR).

Exemptions from registration transfer requirements
  •   trailers under 4.5 tonnes gross vehicle mass are exempt from Certificate of Roadworthiness and from paying motor vehicle duty
  •   transfer between domestic partners (eg. a husband and wife) can be exempt from Certificate of Roadworthiness and from paying motor vehicle duty
  •   recreational motorcycles are exempt from Certificate of Roadworthiness
  •   beneficiaries of deceased estates with will or without a will may be exempt from Certificate of Roadworthiness and/or paying transfer fees and/or paying motor vehicle duty.

Electronic Stability Control for interstate vehicles


If you moved to Victoria from interstate after 1 January 2011, and your vehicle has a compliance/identification plate date of January 2011 or after, it must have electronic stability control fitted to be registered in Victoria.
This ESC requirement applies to passenger cars, off-road passenger vehicles, and forward-control passenger vehicles e.g. passenger vans.
However, if your vehicle has been registered in another state or territory for 12 months or more, then it can be registered in Victoria, even if it does not have electronic stability control. You will need documentation to show that your vehicle has been registered for 12 months or more.
Electronic stability control helps the driver to keep control of their car when it skids, swerves suddenly, or when road conditions change.
